Calls for Duterte presidency backed

DAVAO CITY, Davao
— The nationwide signature drive aimed at convincing Davao City Mayor Rodrigo Duterte to run for president come 2016 is now reaching more provinces in the country.
Davao City Mayor Rodrigo Duterte

In an exclusive interview, the movement’s prime mover, Barangay Captain Mar Masanguid, said provincial coordinators are already working in various areas to gather signatures for their cause. “These coordinators do not receive a single centavo from us. They work as volunteers”, Masanguid said.

A number of governors, congressmen, mayors, councilors and barangay captains have already been reached by the movement, not only in Mindanao but also in Visayas and Luzon.

“These local government officials have already signified their willingness to support our cause and even volunteered some of their local coordinators to work with us”, Masanguid added.

But Masanguid refused to enumerate governors, congressmen and mayors whom the movement had already reached, citing some implications as the 2016 elections is still far.

To this date, the movement has already gathered around 11 million signatures nationwide, he pointed out.

Recently, the movement met with lawyer Aimee Neri, the national head of the women sector of the political party PDP (Partido ng Demokratikong Pilipino).

Neri said leaders of PDP composed of lawyers, businessmen, professionals and former members of the cabinet of former administrations from all over the country recently came here in Davao City and met with Mayor Duterte.

These leaders, she said are hungry for change and found out that Duterte is the kind of person they believe could bring change in the government and the country.

“There is still hope for the Philippines”, Neri said, adding that Duterte’s courage and intelligence would bring in the change that Filipinos have longed for.

She said the PDP leaders have themselves to lead signature campaigns and consultations for the movement.

Law Eases Changes to Register of Birth

source: BusinessWorld Online - Sept. 2, 2012

ADMINISTRATIVE CORRECTIONS in the register of birth has been eased under a new law signed by President Benigno S. C. Aquino III.

Republic Act (RA) No.10172 in particular expedites the correction process by authorizing the city or municipal civil registrar or the consul general to correct clerical and typographical errors in the first name or nickname, dates of birth, or sex of a person in the civil register without need of judicial order.

Under Republic Act 9048, or the Clerical Law, corrections in the register of birth and certificate of marriage require the proper petition in a judicial court. The process takes more than six months.

Instead of the tedious court proceedings, requesting parties are now required to file an affidavit and submit a certified true machine copy of the certificate containing the entries sought to be corrected; at least two documents showing the correct entries; and other relevant documents.

Earliest school documents such as medical records, baptismal certificates, among others, are required for correction on entries concerning the date of birth or the sex of a person.

Changes on the sex, meanwhile, can be carried out only if the requesting party presents a certification issued by a physician stating that the petitioner has not undergone gender reassignment.

The measure notes that corrections will be made only on typographical errors, which refer to a mistake committed in the performance of clerical work in writing, copying, transcribing or typing an entry in the civil register that is harmless and innocuous.

Signed on Aug. 15, RA 10172 requires that a petition for correction of an erroneous entry or typographical error concerning the date of birth or sex requires publication at least once a week for two consecutive weeks in a newspaper of general circulation.

The new law will take effect 15 days after its publication in the Official Gazette or in at least two newspapers of general circulation.

SDCP Politics | Davao City Mayor Apologizes to Punched Sheriff

DAVAO CITY, Davao — Mayor Sara Duterte-Carpio has apologized to Regional Trial Court (RTC) Branch 16 sheriff Abe Andres who got at least four punches from her last year.
Davao City Mayor Sara Duterte

The lady mayor punched Andres  for ordering the demolition of shanties in Barangay Kapitan Tomas Monteverde Sr. Suliman, Agdao district, despite a plea from her to wait for two hours because she needs to be there before any demolition work starts.

The incident has led to filing of administrative charges and disbarment case against Duterte-Carpio but Andres opted not to sue the mayor.
Duterte-Carpio extended for the first time on Thursday her apology to Andres, who was detailed to the Supreme Court in Manila a few weeks after the punching incident.

"Gusto lang nako ipa-abot kay Abe Andres ug sa iyang pamilya bisag wala sila didto, apektado sila sa nahitabo (I wanted to extend my apology to Abe Andres and to his family because I know that even though they weren't there, they were affected by what had happened)," Duterte-Carpio said.
The mayor took the initiative despite her lawyers’ instruction not to apologize as it might be construed as an admission of guilt.

But when asked if she will also apologize to RTC 11 Branch 16 presiding judge Emmanuel Carpio, the mayor said she won't do so. Judge Carpio issued the writ of demolition on June 21, 2011 against settlers in Suliman, Agdao. The demolition, that was implemented July 1 last year, resulted in a riot between residents and demolition team members.

"Ongoing pana ang among away hantod karon (Our disagreement is still ongoing now)," the mayor said. Sunstar Reporter tried to get Carpio’s reaction on Thursday but he was already out of his office.

Meanwhile, the RTC Branch 16 still has no replacement for Andres. In the absence of a sheriff, assignments from the branch are forwarded to the four deputy sheriffs of the RTC-Office of the Clerk Court, lawyer Edipolo Sarabia earlier said.

Megaworld allots P25 billion for 2012 projects.

Manila, Philippines.

MEGAWORLD CORP. plans to match 2011 capital expenditure levels this year as it moves to launch more projects, a disclosure released yesterday showed.

“We confirm that Megaworld has allotted P25 billion for its capital and development expenditures this year,” the company said.

Last year, the Megaworld had earmarked P25 billion in capital spending to fund the construction of eight residential projects within Metro Manila, with an approximate total net value of P60 billion.

For 2012, Megaworld aims to launch 11 residential projects in the first semester alone, with Metro Manila and Cebu eyed as possible sites.

For 2012, several property consultancy firms have projected a rosy outlook for the local residential property market, according to earlier reports.

Last month, property consultant CB Richard Ellis Philippines, Inc. said market focus for this year will be on middle-market condominium developments as flexible payment schemes and better interest rates attract young professionals and start-up families in the country’s major business districts.

Over 700,000 square meters (sq. m.) of saleable residential area are estimated to enter the market this year, CBRE Philippines had said.

Megaworld recently claimed the lead in the number of condominium units set for completion in the next four years, with a December 2011 report by property consultancy Colliers International Philippines projecting 1.15 million sq. m. of total aggregate saleable area for Megaworld by 2016.

Since its founding in 1989, Megaworld has claimed to have launched more than 225 residential and office buildings completed with a total floor area of around 5.5 million sq. m.

The company is currently developing over 40 residential and business process outsourcing (BPO) projects in Metro Manila.

Aside from Metro Manila, Megaworld is also looking to firming up its presence in central Luzon where the former United States military bases were situated until 1991.

Last November, the company forged a P7-billion deal with state-run Clark Development Corp. to develop portions of the Clark Freeport Zone and Clark Special Economic Zone in Pampanga province into mixed-use projects.

The developer also penetrated the Cebu property market via residential development 8 Newton Boulevard, which was launched last year.

Megaworld increased its net income from January to September last year to a record P4.08 billion, up 36% year on year, on the back of continued strong residential real estate sales and BPO office rental income.

Profits in the third quarter alone, however, declined by 19% to P1.539 billion from P1.903 billion in 2010.

Megaworld shares added 0.51% to P1.97 yesterday from P1.96 at its previous close, while parent firm Alliance Global Group, Inc. plunged 3.33% to P12.18 apiece. -- Franz Jonathan G. de la Fuente

Philippine Economy rising

Philippines Stock Exchange Visitor's Lounge

BANKING giant Hongkong and Shanghai Bank (HSBC) announced recently that the Philippines can be one of the world’s top economies by 2050.
It is encouraging that this independent and credible financial organization sees the enormous potential our country has for economic growth, and that if this potential is nurtured, the outcomes will be concrete and tangible and will provide benefits for the nation and its people.

In the HSBC report, the Philippine economy is forecast to rise 27 places upward to 16th rank less than 40 years from now.

The Philippines was also marked as one of 26 “fast-growth” countries expected to register “an average expansion of more than 5 percent per year.”

Despite a “very low level of development,” the report says the Philippines is among those countries that has made “great progress in improving fundamentals. As they open themselves to the technology available elsewhere, they should enjoy many years of ‘copy-and-paste’ growth ahead.”

The Philippines was noted as being one of the “truly remarkable hot spots in Asia…. The star performer, however, is the Philippines, where the combination of strong fundamentals and powerful demographics gives rise to an average growth rate of 7 percent for the coming 40 years.”

Noted as contributing to the country’s progress are the “improvements in its economic infrastructure,” with the “fast-growing population…expected to increase the country’s labor force, which likewise benefits from the quantity and quality of education.”

HSBC projected the Philippines’s average gross domestic product growth at 8.4 percent from 2010 to 2020, 7.3 percent from 2020 to 2030, and 5.8 percent from 2040 to 2050.

The report stated further that China is expected to become the No.1 economy, followed by the United States, India, Japan and Germany in the top five, in that order. Many smaller economies will move up, such as Peru (to improve by 20 places), Egypt (+15), Nigeria (+9), Malaysia (+17) and the Ukraine (+19). Many European countries may decline, especially those in Northern Europe, because of a smaller work force and the rise of developing nations—Denmark (-29), Norway (-22), Sweden (-20), and Finland (-19).

Among the factors that contribute to long-term economic growth are demographics—the size of the working population—and the opportunities for each individual to be more productive.

In order to create a milieu conducive to promoting productivity, there must be the following significant factors: opportunities for education, democratic governments, and strong rule of law.

Factors that could derail progress are war, energy-consumption constraints, climate change, and barriers to population movement across borders.

The report comes with a caveat: “We openly admit that behind these projections we assume governments build on their recent progress and remain solely focused on increasing the living standards for their populations….Of course, this maybe an overly glossy way of viewing the world.”

The Philippines under President Aquino is already putting those measures for growth in place. Economic growth showed a strong uptick in 2011, when the Philippine Stock Exchange closed with a 4.1-percent gain. This made it Asia’s best-performing economy for the year.

In another report, to create a climate conducive to more growth, the Association of Southeast Asian Nations is working toward “a unified trading bloc with free-flow capital by 2015.” Electronic-trading links will be set up in Asian countries to “allow more investments and raise liquidity,” starting in 2012 in Malaysia, Thailand and Singapore, followed later by the Philippines.

In addition, the Aquino administration has taken larger steps toward fighting read more
