Mindanao railway Duterte priority, says Alan Cayetano

DAVAO CITY, Philippines
— The Duterte-Cayetano tandem has revived the proposal for the 200-kilometer Mindanao Railway System, which had been planned to connect Mindanao’s food-producing regions to the country’s markets, such as Manila.
Sen. Alan Peter Cayetano said the railway system, which would provide low-cost transport system for food and agricultural commodities from Mindanao, would keep the country’s food prices low and affordable for people in big cities.
That is why, the railway system is on top of the priority list of Mayor Rodrigo Duterte, if he wins as the country’s next President in the coming 2016 election, according to Cayetano, Duterte’s running mate.




“Landlocked agricultural areas like North Cotabato, Bukidnon, Agusan and Lanao del Sur with no access to ports or cargo-loading airports will greatly benefit from the Mindanao Railway System,” Cayetano said during a federalism forum in Kidapawan City.
 Efficient, low-cost

“The railway system will ensure efficient and low-cost transport of food commodities from agricultural areas like North Cotabato to the ports of Davao, General Santos City or Cagayan de Oro City,” Cayetano told banana farmers, who had earlier complained of the inadequate transport and shipping system in the province, and how a poor transport system damages their products even before they reach their markets.
Benefit farmers

Cayetano said an efficient and low-cost transport system, such as the Mindanao railway, would benefit farmers in Mindanao and would keep the country’s food prices low.
“It will be a priority project under the Duterte presidency because of its importance in ensuring low-cost food for the nation,” Cayetano said.
He said the proposed Mindanao Railway System had been studied and approved but did not materialize because no funds had been allocated to it by the national government.
Highly centralized

“The delay in the implementation of the railway system is another proof of how a highly centralized unitary government neglected the development of the countryside,” he said.
“Compared to the MRT, which costs P50 billion per line with the seventh line now under construction, the Mindanao Railway Project will only cost P75 billion,” Cayetano said.
North Cotabato is the country’s biggest producer of bananas for the local market, although some farmers in the town of M’lang have started exporting organic rice to Europe and other countries.

The province is also one of the biggest producers of raw and semiprocessed rubber products and oil palm despite farmers’ perennial complaints about their lack of access to a wharf or an airport.

PDP Laban presidential candidate Martin Diño today announced his withdrawal from the 2016 presidential elections and asked party mate and Davao City Mayor Rodrigo R. Duterte to run in his stead.
Diño, the deputy secretary general of PDP Laban, made the move on the advise of his lawyers following a petition filed by the Commission on Elections (COMELEC) legal office to declare him a nuisance candidate.
The Comelec Law Department earlier asked the Commission En Banc to cancel the certificate of candidacy (COC) of Diño saying that he was only a "stand-in" candidate for Duterte who did not file his COC for president last Oct. 16.
The petition also belittled Diño's capacity to undertake a national campaign for President.
PDP Laban national chairman Ismael Sueno, former governor of South Cotabato, said Diño decided to withdraw his COC today to pave the way for Duterte who has earlier announced that he would yield to the decision of his national party.
Duterte filed a COC for Mayor of Davao City on Oct. 15 in spite of the national call for him to run for President.
He stood firm on his decision not to run for President until the next few days after the deadline for the filing when he was flooded with desperate calls from different sectors to reconsider his decision not to vie for the highest political position in the country.
Duterte, who was in Manila two days after the Oct. 16 deadline, told reporters who interviewed him that he would abide by his party's decision.
On Monday, the PDP Laban passed two resolutions.
The first resolution affirmed the party's support for Diño while the second resolution stated that should Diño decide to withdraw from the race, the party was "compelling" Duterte to run as substitute.
Sueno said with Diño out of the race, the party has until Dec. 10 to fill in the void in its Presidential slot.

Aboitiz JV signs P10-B bulk water agreement with Davao City entity

DAVAO CITY, Davao
— Apo Agua Infrastructura Inc. (APO Agua), a joint venture company between Aboitiz Equity Ventures (AEV) and J.V. Angeles Construction Corporation (JVACC), has entered into a P10-billion bulk water supply agreement with the Davao City Water District (DCWD).

In a disclosure to the Philippine Stock Exchange, AEV said the agreement involves the construction of the country’s largest private bulk water supply facility to date together with a fully renewable energy powered water treatment plant.

APO Agua will supply up to 300 million liters per day (MLD) of potable bulk water from the Tamugan River to DCWD, which will benefit the more than 1 million people of Davao City.

JVACC will be the engineering, procurement, and construction (EPC) contractor for the entire project.

 The company brings with it over 48 years of experience in the construction and development of water-related infrastructure in the Philippines.

“We are excited to be able to provide Davao City with this innovative bulk water supply solution,” said JVACC chairman JV Angeles.

For Aboitiz Equity Ventures, this landmark project is part of its thrust to expand into infrastructure development in addition to its core businesses of power, banking, land and food.

“We have long been partners in Davao’s economy  through Davao Light and our other businesses; and through our investment in APO Agua, we will ensure that Davao City has the necessary bulk water infrastructure for it to continue with its impressive economic growth story,” said  AEV President Erramon Aboitiz.

APO-Agua has a 70-30 ownership structure, with AEV owning 70 percent of the company, and JVACC the remaining 30 percent.

Rody Duterte in the eyes of a Manileño as commented on forums.





Duterte and Binay have been local chief executives for long, and have children in public office. Both began their political careers after EDSA ‘86, and both of them won their first elections in 1988. Both served under five Presidents since, and both have led local governments. Both have never lost an election.

The comparison, however, ends there. Duterte has the distinction of having served as a Congressman in the House of Representatives, while Binay has not one day of service in either the lower house or the Senate. Binay, however, served in the Aquino cabinet and was one time chairman of the Metro Manila Development Authority. On this note, Duterte surpasses Binay due to the former’s legislative experience.

A look at Binay’s Makati and Duterte’s Davao shows us a larger backdrop in comparing the two. Binay’s supposed success in Makati is clearly the result of having inherited it as the financial center of the country upon his assumption into office. He has just allowed it to continue. It cannot grow any further as a city. Duterte’s Davao, on the other hand, is a Southeast Asian success story almost similar to the rise of Singapore under Lee Kuan Yew. Both Davao and Singapore rose from violence and dirt into the clean and safe cities they are today.

Regarding current challenges, Makati sees no need to produce food or ensure steady water supply, and to my knowledge, has no rebel fronts, NPA kutas or other forms of insurgency. There are no fisherfolk or lumads claiming ancestral domains. I wonder if Makati has a City Agriculture Office? As Makati Mayor and MMDA Chair, Binay has never had to deal with NPA rebels or other insurgents, and never felt the pressure to ensure stable food and water supply for his constituents. Davao, on the other hand, has 244,000 hectares in its territory, and almost 2 million residents compared to Makati’s half-million population in a dense 21 square kilometers or 2,157 hectares. Davao City is half the size and 3 times the population of Brunei Darussalam and a third the size of East Timor. It has the world’s largest Chinatown and is host to a kaleidoscope of cultures and faiths unseen in the rest of the country.

Davao can feed, water and clothe itself with the coming 200 plus megawatts of power coming from hydroelectric power and other sources, and has a deep water port and an international airport with coming upgrades through which direct trade with neighboring countries can take place. Davao is virtually a self-supporting country where almost a hundred Makatis can fit!

Having limited experience, Metro Manila mayors like Binay are relegated to ensuring proper garbage collection (a task which many even fail to achieve), street lighting and beautification, and free entertainment every election day, everything else that gives life to its constituents is up to MMDA and Malacañang.
Binay never had to deal with peace negotiations and release of captives from the hands of rebels. Duterte’s history, on the other hand, is filled with the successful negotiation of released captives.

Nagpahayag kamakailan ng pagkabahala ang mga nego­syante at mangangalakal sa Minda­nao na makakaepekto sa itatayong Bangsamoro entity ang naganap na pagmasaker sa 44 na commando ng Special Action Force sa Mamasapano, Maguindanao.


Nangangamba ang mga negosyante na dahil sa mabuway na peace and order sa dating Auto­nomous Region in Muslim Minda­nao ay malamang na magsiatrasan na ang mga nagpaplanong mamuhunan at magtayo ng negosyo sa nasabing rehiyon.


Kasabay ng pangamba at pagka­bahala ng mga negosyante sa Mindanao ang pagkadismaya sa administrasyon ni Pangulong Noynoy Aquino dahil sa kawalan nito ng direksyon at matigas na desisyon laban sa Moro Islamic Liberation Front at Bangsamoro Islamic Freedom Fighters na siyang mga nasa likod ng pananambang sa mga miyembro ng SAF noong Enero 25.


Kaya nga ikinatuwa ng mga taga-Mindanao ang pagsulpot ni Davao City Mayor Rodrigo Duterte bilang posibleng kandidato sa pagka-pangulo sa 2016 at hindi nakakapagtakang suporta­do ng mga negosyante ang kanyang kandidatura.


Matagal na naging alkalde ng Davao City si Duterte at sa ilalim ng kanyang pamamahala ay nakamit ng syudad ang kaunlaran sa ekonomiya dala na rin ng kanyang istilo ng pamumuno na “kamay na bakal”.

Hindi naman maikakaila na peace and order ang unang inatupag ni Duterte kung kaya nalinis agad ang Davao City sa mga masasamang elemento gaya ng mga drug pusher, kidnapper at mga magnanakaw na siyang naging dahilan kung bakit naideklara ang syudad ni Duterte bilang “most livable,” “ most peaceful” at “most child-friendly city”.


Wala ring anomalya sa Davao City Hall sa ilalim ng admi­nistrasyon ni Duterte at mga negosyante na mismo ang magpa­patotoo na ang mayor’s permit ay nakukuha ng mga nego­syante sa loob ng 72 oras at walang lagay o padulas na ibinibigay sa mga opisyal ng city hall.


Si Duterte rin ang nagpatupad ng total ban sa mga paputok lalo na pagsasapit ang Pasko at Bagong Taon at lahat ay sumunod dito dahil batid nilang para ito sa kaligtasan ng mga bata at mga residente ng Davao City.


Mahigpit ding ipinapatupad ng Davao City ang speed li­mit na hanggang 60kph lang at ang liquor ban partikular sa mga menor de edad. May curfew din ang mga night spots at night club sa syudad ni Duterte at ito ay hanggang alas-dos lang ng madaling-araw para maiwasan ang sobrang kalasingan na nauuwi sa mga away at basag-ulo.


Maaaring totoong hindi pa desidido si Duterte sa pag­takbo sa 2016 bilang pangulo ng bansa. Ngunit sa natatanggap niyang suporta sa kanyang paglilibot, at dahil na rin sa mga problema ng bansa na kailangan ang isang matapang at may paninindigang mamumuno, malapit-lapit nang bumigay ang alkalde ng Davao City.


Hinahanap ng marami nating kababayan ang “kamay na bakal” na ang ibig sabihin ay pagkakaroon ng matigas na posisyon ng Pangulo sa MILF at ang kagyat na pagtugis sa mga BIFF na hindi kabahagi sa usapang pangkapayapaan.


Kailangan ng bayan ngayon ang “kamay na bakal”. Kaila­ngan ng Pilipinas ang kagaya ni Mayor Duterte na may kamay na bakal sa mga kriminal at malambot na puso sa mga mahi­hirap at biktima ng mga sakuna at pang-aapi.


Hindi sapat ang “tuwid na daan” ng administrasyong Aquino na salat sa pagkakaroon ng matibay na paninindigan at pagiging mapagpasya sa panahon ng krisis gaya ng insidente sa Mamasapano.

MINDANAO LEADER'S SUMMIT ON FEDERALISM

Davao City Mayor Rody Duterte and over 300 delegates from all over the country today pushed for a Federal form of government saying this could address the problems confronting governance in the Philippines.

Duterte declared his support for a Federal form of government for the Philippines during the one-day 1st Mindanao Leaders Federalism Summit held at the Grand Men Seng Hotel in Davao City today.

Citing the inequitable distribution of wealth and resources and the massive corruption in the Central Government, Duterte said the time is right for a shift from a Unitary Presidential form to a Federal Parliamentary system.

He said it will also provide a sustainable and long-lasting solution to the Bangsamoro problem in the Southern Philippines which he said could collapse in view of what he feared as rough sailing in the Supreme Court where the Bangsamoro Basic Law could be scrutinized for Constitutional inconsistencies.

Bukidnon Gov. Joe Zubiri, Zambales Gov. Jun Ebdane, Cong. Bebot Bello, Davao Archbishop Emeritus Fernando Capalla, former Presidential Peace Adviser Hermogenes Esperon, former Cebu City Mayor Tommy Osmena, Anti-crime crusader Dante Jimenez, representatives of both the MNLF and MILF, and other delegates supported the Federalism advocacy which was presented by former Cagayan de Oro City Mayor Reuben Canoy.

Cor Jesu College of Law Dean and former Integrated Bar of the Philippines lawyer Israelito Torreon explained that the Federal form of government could only be implemented in the Philippines through the revision of the Constitution.

Delegates from all over the country, including a delegation from Bicol led by Bicol Autonomy advocacy Dante Jimenez, also voiced their support for the shirt to a Federal form of government.

Former Press Secretary Jess Dureza emphasized during the synthesis he presented said that the delegates agreed the next President of the country should be involved in the advocacy to establish a Federal form of government in the country.

Duterte is the only presidential material, among the six or seven names consistently mentioned as possible presidential materials, who carry the Federalism advocacy.

At the end of the Summit, Duterte and the other delegates signed the Manifesto of Support for the Federalism Advocacy.

The Federalism secretariat head Mayor Jun Ebasco of Maribojoc, Bohol said there will be other Federalism meetings in other parts of the country.

BIGGEST FEDERALISM MEET SET IN DAVAO CITY MONDAY

The advocacy to decentralize governance by creating Federal States in the different regions of the Philippines takes a giant leap Monday, Dec. 1, when several big names in the country's political, social, religious, civic and ethnic groups will meet for a Federalism Summit at the Grand Men Seng Hotel in Davao City.

Among those expected to attend Monday are former President Fidel V. Ramos, former Cebu City Mayor Tommy Osmena, Archbishop Fernando Capalla, Davao City Mayor Rodrigo Duterte, Ateneo de Davao President Fr. Joel Tabora and several incumbent Governors, Mayors and Congressmen from all over the country.

Bangsamoro and Tribal leaders along with representatives of Left-leaning groups are also expected to be present including members of the academe who will serve as reactors.

Unlike the unitary form of government which the country has now, the Federal system of government calls for the creation of states all over the country which will be defined not only by geographical boundaries but also cultural and socio-political commonalities.

While there are already two autonomous regions in the country, namely the Cordillera Autonomous Region and the Autonomous Region in Muslim Mindanao, the governance powers have largely been limited and decision making, especially budgeting, is still made in Metro Manila.

The foremost example of a federal system of government is the United States of America which is composed of 50 States headed by State Governors with their own legislature, Supreme Court and State Police.

Each State, while covered by the American Constitution, could enact laws which are only applicable in their territory, the example of which is the passage of the law allowing same-sex marriage in several states while conservative states have rejected it.

The advocacy for Federalism recently gained more support following the discovery of massive misuse of government funds by national government officials highlighted by the Napoles Pork Barrel Scam and the Malampaya Gas Fund Anomaly.

The inequitable distribution and sharing of the national wealth and resource have also contributed to the growing demand to decentralize governance.

The one-day Federalism Summit will end with Davao City Mayor Duterte, one of the prime movers of the Federalism movement, delivering a keynote speech in the afternoon.

Davao City to build a permanent evacuation structure/center

DAVAO CITY, Davao
 — The plan of the city government to build a permanent evacuation structure could be realized soon, according to the head of the City Planning and Development Office.

CPDO chief Marcelino Escalada Jr. said the move is being eyed as a long-term response to calamities such as the fire that hit in April 4 this year.

Speaking at the weekly iSpeak forum at City Hall, Escalada said having a permanent site for evacuees was better than using covered courts in barangays and public schools.

“We should acknowledge that an evacuation center should be part of an urban city,” he said.

He said the CPDO last year planned for the facility, with around P30 million from the city’s disaster fund earmarked for it, but a fire hit 8.8 hectares of Isla Verde earlier this year.

“In almost all calamities that hit Davao city, the first place they go to are schools and covered courts, but these are not designed to be evacuation centers. It can be another disaster waiting to happen,” he said, referring to the fire that hit Rizal Elementary school, one of the evacuation areas of the Isla Verde residents.

City administrator Melchor Quitain, in an earlier interview with MindaNews, said Mayor Rodrigo R. Duterte was yet to see the plan.

The discussion came amid discussions on the city’s use of public schools as temporary shelters for over 3,700 families affected by the fire that wiped out two-thirds of Barangays 22C and 23C on April 4 this year.

Public Safety and Security Command Center chief Frank Villaroman said in December 2013 that the city was in the process of identifying six evacuation sites located 250 feet above sea level to accommodate around 400,000 residents from 16 coastal barangays.

Villaroman had suggested locations such as the boundary between Panabo City and Davao City, as well as locations in high areas such as Mandug, Tigatto, and Toril.

He said the contingency plans his office drafted would also require the Traffic Management Center to identify 25 possible streets and roads that would be used to transport evacuees.

Villaroman announced the plans after Duterte himself said that the city should be ready in case a storm surge or another tidal event hit the city, after typhoon Yolanda hit major cities and provinces in the Visayas in November last year.

The plan would involve barangay officials being the first responders and information disseminators in case of calamities. They will also be tapped to marshal the people during the evacuation, he said.

Nurses and doctors would also be needed in the facility.

Possible escape routes, according to the mayor, include those from Indangan to the uplands and Magtuod route in Matina should a natural disaster in the scale of typhoon Yolanda hit Davao City.

Duterte asked the public to take typhoon warnings seriously even if the city is surrounded by natural barriers.

Escalada said the evacuation facility would only house the victims of fires for three months.

“After 90 days, far and wide, they should have recovered and have the means of living,” he said, adding the facility would double as a livelihood training center. (MindaNews)

Calls for Duterte presidency backed

— The nationwide signature drive aimed at convincing Davao City Mayor Rodrigo Duterte to run for president come 2016 is now reaching more provinces in the country.

In an exclusive interview, the movement’s prime mover, Barangay Captain Mar Masanguid, said provincial coordinators are already working in various areas to gather signatures for their cause. “These coordinators do not receive a single centavo from us. They work as volunteers”, Masanguid said.

A number of governors, congressmen, mayors, councilors and barangay captains have already been reached by the movement, not only in Mindanao but also in Visayas and Luzon.

“These local government officials have already signified their willingness to support our cause and even volunteered some of their local coordinators to work with us”, Masanguid added.

But Masanguid refused to enumerate governors, congressmen and mayors whom the movement had already reached, citing some implications as the 2016 elections is still far.

To this date, the movement has already gathered around 11 million signatures nationwide, he pointed out.

Recently, the movement met with lawyer Aimee Neri, the national head of the women sector of the political party PDP (Partido ng Demokratikong Pilipino).

Neri said leaders of PDP composed of lawyers, businessmen, professionals and former members of the cabinet of former administrations from all over the country recently came here in Davao City and met with Mayor Duterte.

These leaders, she said are hungry for change and found out that Duterte is the kind of person they believe could bring change in the government and the country.

“There is still hope for the Philippines”, Neri said, adding that Duterte’s courage and intelligence would bring in the change that Filipinos have longed for.

She said the PDP leaders have themselves to lead signature campaigns and consultations for the movement.

Duterte defends rave party organizer Kat Dalisay of losing business permit

DAVAO CITY, Philippines
— Mayor Rodrigo Duterte came to the rescue of an embattled rave party organizer, whose license and permit were recommended for revocation by the Sangguniang Panlungsod (city council) on Tuesday.
“I will not allow anybody to stop the young from partying,” Mayor Rodrigo Duterte told reporters at the Seda Hotel here Wednesday evening.

Katrina Dalisay, owner of the rave party outfit Manic Nightings, started earning the ire of city councilors here after she called them “hypocrites” on her Facebook page.
Dalisay’s comment was in reaction to supposed sharp criticisms by councilors of skimpily clad teenagers joining rave parties held in the city.

On Tuesday, members of the city council grilled Dalisay and accused her of violating city ordinances, such as the liquor ban after midnight and the smoking ban.  They alleged that she has not been paying the correct taxes.

City administrator Melchor Quitain, who testified before the session, said Dalisay even misdeclared the number of tickets sold during her events.

For three hours, Dalisay stood and regularly broke into tears before the city council.
Despite her profuse apology for calling city councilors “hypocrites,” the hostile city council recommended to the city mayor that her business permit be revoked and her special mayor’s permit for the Kadayawan Invasion rave event she planned for the upcoming Kadayawan, be denied.

After the three-hour questioning made under suspended rules, the city council passed a resolution recommending to the city mayor not to grant a special mayor’s permit to the organizer and to revoke her business permit to prevent her from holding similar gatherings.

But Mayor Rody Duterte said the recommendations were too much.  “Discipline her, yes, let her pay the right taxes but for God’s sake, give her another chance,” Duterte said of the recommendation.
Duterte said Dalisay had already apologized.

“As a mayor, I tell her to ask forgiveness, pay her taxes and start all over again,” Duterte said.  “Now that she has apologized, what else do you want? It’s not good to kill the energy of the young,” he added.
