DAVAO DE ORO BILL GETS NOD OF HOUSE RULES COMMITTEE




DAVAO CITY, Philippines
Rep. Maria Carmen Zamora’s legislative proposal to rename Compostela Valley into Davao de Oro Province received a big boost when the House Committee on Rules approved the same during its meeting on March 20, 2018.  The lady lawmaker is the main author of HB No. 7363 along with second district Representative Ruwel Peter Gonzaga.

 “Hurdling this legislative challenge is a crucial step in our ultimate aim of enacting this measure into law. We are glad to have successfully made it through the powerful Rules committee,” Rep. Zamora said.
The Committee initially deferred consideration of the bill, with Majority Floor Leader and Committee on Rules Chairperson Rodolfo Fariñas noting that House Committee on Local Government Chairperson Pedro Acharon, Jr. was not present to sponsor the measure on behalf of the authors. Fariñas, however, reconsidered, acknowledging the presence of Rep. Zamora, saying that this is in consideration of the latter’s position as the Senior Vice Chairperson of the House Committee on Appropriations that the Rules Committee will take up the bill.

Tabled for deliberation and with Rep. Zamora speaking for the bill and answering queries from the Rules chairperson, the same was swiftly approved and disposed of.
“We are grateful to Majority Leader Fariñas for giving due course to our bill, and for duly considering its importance to our constituents and political leaders,” Rep. Zamora remarked.

HB 7363 will now be calendared for plenary deliberation on second and third readings.
“Hopefully, we will be able to get the bill enacted into law during the final regular session of the 17th Congress,” the lady legislator added.

Asparagus can cure a cancer




DAVAO CITY, Philippines
Several years ago I met a man seeking asparagus for a friend who had cancer. He gave me a copy of an article, entitled "Asparagus For Cancer" printed in the Cancer News Journal, December 1979. I will share it here, just as it was shared with me: I am a biochemist, and have specialized in the relation of diet to health for over 50 years. Several years ago, I learned of the discovery of Richard R. Vensal, D.D.S. that asparagus might cure cancer. Since then, I have worked with him on his project. We have accumulated a number of favorable case histories. Here are a few examples:

Case No. 1, A man with an almost hopeless case of Hodgkin's disease (cancer of the lymph glands) who was completely incapacitated. Within 1 year of starting the asparagus therapy, his doctors were unable to detect any signs of cancer, and he was back on a schedule of strenuous exercise

Case No. 2, A successful businessman, 68 years old, suffered from cancer of the bladder for 16 years. After years of medical treatments, including radiation without improvement, he began taking asparagus. Within 3 months, examinations revealed that his bladder tumor had disappeared and that his kidneys were normal.

Case No. 3, On March 5th 1971, a man who had lung cancer was put on the operating table where they found lung cancer so widely spread that it was inoperable. The surgeon sewed him up and declared his case hopeless. On April 5th he heard about the Asparagus therapy and immediately started taking it. By August, x-ray pictures revealed that all signs of the cancer had disappeared. He is now back at his regular business routine.

Case No. 4, A woman had been troubled for a number of years with skin cancer. She developed different skin cancers which were diagnosed by the acting specialist as advanced. Within 3 months after beginning asparagus therapy, the skin specialist said her skin looked fine with no more skin lesions. This woman reported that the asparagus therapy also cured her kidney disease, which had started in 1949. She had over 10 operations for kidney stones, and was receiving government disability payments for an inoperable, terminal, kidney condition. She attributes the cure of this kidney trouble entirely to the asparagus treatment.


I was not surprised at this result as `The elements of materia medica', edited in 1854 by a Professor at the University of Pennsylvania, stated that asparagus was used as a popular remedy for kidney stones. He even referred to experiments, in 1739, on the power of asparagus in dissolving stones. Note the dates! ---We would have other case histories but the medical establishment has interfered with our obtaining some of the records. I am therefore appealing to readers to spread this good news and help us to gather a large number of case histories that will overwhelm the medical skeptics about this unbelievably simple and natural remedy.

For the treatment, asparagus should be cooked before using. Fresh or canned asparagus can be used. I have corresponded with the two leading canners of asparagus, Giant and Stokely, and I am satisfied that these brands contain no pesticides or preservatives. Place the cooked asparagus in a blender and liquefy to make a puree. Store in the refrigerator. Give the patient 4 full tablespoons twice daily, morning and evening. Patients usually show some improvement in 2-4 weeks. It can be diluted with water and used as a cold or hot drink. This suggested dosage is based on present experience, but certainly larger amounts can do no harm and may be needed in some cases.

As a biochemist I am convinced of the old saying that `what cures can prevent.' Based on this theory, my wife and I have been using asparagus puree as a beverage with our meals. We take 2 tablespoons diluted in water to suit our taste with breakfast and with dinner. I take mine hot and my wife prefers hers cold. For years we have made it a practice to have blood surveys taken as part of our regular checkups. The last blood survey, taken by a medical doctor who specializes in the nutritional approach to health, showed substantial improvements in all categories over the last one, and we can attribute these improvements to nothing but the asparagus drink. As a biochemist, I have made an extensive study of all aspects of cancer, and all of the proposed cures. As a result, I am convinced that asparagus fits in better with the latest theories about cancer.

Asparagus contains a good supply of protein called histones, which are believed to be active in controlling cell growth. For that reason, I believe asparagus can be said to contain a substance that I call cell growth normalizer. That accounts for its action on cancer and in acting as a general body tonic. In any event, regardless of theory, asparagus used as we suggest, is a harmless substance. The FDA cannot prevent you from using it and it may do you much good. It has been reported by the US National Cancer Institute, that asparagus is the highest tested food containing glutathione, which is considered one of the body's most potent anticarcinogens and antioxidants.

Groundbreaking ceremonies of Ateneo de Davao University Senior High School campus

The Ateneo de Davao University will have its Senior High School campus Blessing and Groundbreaking ceremonies on February 15, 2017 in McArthur Highway, Bangkal, Davao City.
Some members of the Board of Trustees, the University President, Administrators, Faculty, and students will be attending the ceremonies.

The Ateneo SHS campus, which is set to open sometime in May 2019, was designed by Archt. John Immanuel R. Palma, the principal architect.
It will feature 4 school buildings and 1 administration building with 4 storeys each. The SHS campus will have 90 classrooms and 38 prime laboratories including the Science, Engineering, Speech, and Art labs.

It will be the first eco-school in the country as the design of the structures will follow the call of Pope Francis’ encyclical, Laudato Si’.
The campus will have a structure to harness rainwater which will be used for the comfort rooms and other non-potable purposes. It will also have photovoltaic solar panels that will help supply the energy requirements, and aerodynamic design to harness wind in order to cool off the building
.
“The SHS family is thrilled with the new Ateneo Senior High School campus that is globally and locally at par with the best in Mindanao, the nation, and the world,” SHS Director Ricardo Enriquez said.

Mr. Peter Tiu Laviña quits NIA post

Laviña in his Facebook post said that he quit his post to spare Duterte from embarrassing  stories..

Paalam!
I have been vilified in the past; my name used, abused and maligned. Recently, there had been efforts to discredit me again. There are rumors circulating that I have asked money from NIA contractors. These are not true!
To spare the President from these embarrassing stories, particularly in these times of intensified attacks on him, I have quietly left government. I have neither personal vested interest in it nor ill intent towards NIA and the whole government, which we are trying to reform. 
Thank you for the opportunity to serve the government, especially to President Duterte, whose trust I have never betrayed. 
I have proven in the past that one need not be in government to do public service or work for the common good. I will likely continue to do so in media, civil society and the business sector where I have been involved before.
May the Lord continue to light our paths. God bless us all.

Plebiscite results favor "YES" for new Davao province





DIGOS CITY, Davao 
 The coming into being of Southern Mindanao’s fifth province is now more apparent as returns from majority of Davao del Sur’s 14 towns and this city heavily favored the law that sought to create it, the Commission on Elections said Wednesday.
Ma. Febes Barlaan, Davao del Sur election officer, said results from eight towns and this city showed that “No” trailed by 65,801 votes behind “Yes,” which has 105,254 as of early afternoon Wednesday.
Barlaan said votes still waiting to be canvassed by the provincial board of canvassers were mostly from towns known to be in favor of the new province’s creation.
Even if all the returns have yet to be canvassed, Barlaan has confidently declared late Tuesday that “Yes has won.”
Added to region
Once formally declared as a new province, Davao Occidental – composed of the second district towns of Sta. Maria, Malita, Don Marcelino, Jose Abad Santos and Sarangani – will join the provinces of Davao del Sur, Davao del Norte, Davao Oriental and Compostela Valley in forming the Davao region.
The creation of the new province was initially proposed by former Representative Marc Douglas Cagas IV when his father, Douglas Cagas, was still governor of Davao del Sur.
Under Cagas’ proposal, Davao Occidental was to be formed by all towns in the second district.
As the May elections drew near, however, Cagas withdrew his proposal but the idea of creating a new province was kept alive by second district Rep. Franklin Bautista.
Bautista’s version of the law contained the basic elements of Cagas’ proposal but the composition of the province was reduced to only Sta. Maria, Malita, Don Marcelino, Jose Abad Santos and Sarangani after officials of the other second district towns of Kiblawan, Malalag and Sulop, which are known to be Cagas turfs, opted out.
Futile opposition
The Bautista version was passed by Congress and signed by President Benigno Aquino III into law.
Former Representative Cagas tried to block the plebiscite at the Supreme Court but the tribunal junked his petition.
The younger Cagas, however, continued to oppose the approval in a plebiscite of Bautista’s version of the law creating the new province. He spent money on tarpaulins listing the negatives of having a new province.
Wilhelm Sukyo, Southern Mindanao director of the Department of the Interior and Local Government, said the DILG will help officers in charge run the new provincial government until a set of officials has been elected in 2016.

Update, Davao Occidental:

DAVAO CITY, Davao
-- Aside from casting votes in the barangay elections, voters in Davao del Sur also voted for or against the proposed creation of the new province of Davao Occidental on Monday.

If Davao Occidental comes into being, the province of Davao del Sur, which previously had two legislative districts, will be reduced to one legislative district encompassing nine municipalities and one city.

The plebiscite is expected to yield a positive result, as all political clans in the province supported the proposal to create of Davao Occidental by virtue of Republic Act 10360 passed and approved into law last January 21, 2013. (Ben O. Tesiorna)

TAGUM CITY, Davao
—The relocation and housing program of the city government got a boost with financial help from two of the country’s biggest real property developers.
Mayor Rey Uy said Sta. Lucia Realty and Amaia Land Corp. gave P5 million for the improvement of drainage systems and road concreting in at least three housing projects built under the city’s relocation and socialized housing projects.



Sta. Lucia sent P3.5 million while Amaia gave P1.5 million, he said.
The donations, Uy said, is part of the companies’ social responsibility program.
Under Republic Act No. 7279, which is also known as Urban Development Housing Act of 1992, developers are required to help develop an area for socialized housing, he said.
Public-private partnership is vital in the development of socialized housing for the urban poor,” Uy said as he welcomed the help from the two companies.
He said the financial assistance from the two companies had been transferred to the city government’s trust fund.



It will be used in at least two relocations sites that host housing projects for city government workers—the Iga Uy Village and Laureta Homes, the mayor said.
Michael Ang, head of the city’s task force on resettlement and anti-squatting project, said the donations were prompted by the fact that Tagum City has more local government-initiated housing programs compared to other areas.



In 2009, the local government embarked on a housing project for city employees, becoming Southern Mindanao’s first local government to undertake such project.
Conceptualized through local legislation, the “city homes project” seeks to provide affordable housing units for local government workers.
The project eventually became the City Employees Village, which sits on a 59,849-square meter property in Barangay Magugpo.
