NLEX Harbor Link Project - Metro Manila

 




NLEX Harbor Link Project (Segments 8.1, 8.2, 9 & 10)

Project Description: 
The project involves the 21.60-km extension of the NLEX eastward from Valenzuela City to Mel Lopez Boulevard/R10, (NLEX Harbor Link Project comprising of Segments 9, 10 and Exit Ramp to R10) and westward from Valenzuela City to Commonwealth Avenue in Quezon City, (Circumferential Road 5, C-5, comprising of Segments 8.1 and 8.2). 

ONGOING SEGMENT:
A) SEGMENT 8.2 – is a proposed 8.30 kms 4-lane divided (2x2) expressway from Segment 8.1 at Mindanao Avenue, traversing westward to Republic Avenue and turning right to Luzon Avenue up to Commonwealth Avenue in Quezon City.
      Section 1A: Mindanao Avenue to Quirino Highway, 2.0 kms.
     Section 1B: Quirino Highway to Regalado Avenue, 3.80 kms.
     Section 1C: Regalado Avenue to Congressional Avenue, 2.50 kms

COMPLETED SEGMENTS:
B) SEGMENT 10, EXIT RAMP to R-10 - is a 2.60 km. 4-lane (initial) elevated ramp extending the NLEX Harbor Link Segment 10 exit to Radial Road 10 (R-10), using C-3 Road as its route.

C) SEGMENT 10 - is a 5.58-km. 6-lane divided (2x3) elevated expressway connecting McArthur Highway and C-3. It will utilize the existing PNR railroad tracks that cut across Valenzuela City and Malabon City.

D) SEGMENT 9 - is a 2.42-km. 4-lane (2x2) that connects NLEX Mindanao Avenue Link (Segment 8.1) at the SMART Connect Interchange to McArthur Highway in Valenzuela City.
E) SEGMENT 8.1 - a 2.7-km expressway connecting the NLEX, at its Valenzuela City junction, to Mindanao Avenue in Quezon City. A major component is the Cloverleaf SMART Connect Interchange crossing the main expressway. It provided motorists with alternative entry and exit ramps to the NLEX.

President Duterte is a Political Genius

— The latest move by President-elect Rody Duterte, that of instructing his in-coming DPWH Sec. Mark Villar to disclose to the public all the projects of his family, and to avoid building roads that would specifically benefit their landholdings, shows just how much he is ahead of the political game.

It can be recalled that when he first appointed Villar, people questioned his judgement, saying that he was paying off political favors just like any traditional politician. It became the focal point of the attacks by his opponents, and was even the cause of concern for some of his followers. But like all his previous political moves, his plans are now becoming much clearer.

Like a general in battle, he used the appointement to cement his alliance with the Nationalista Party headed by Mark’s father, businessman Manny Villar. He needed this to secure his flank from the LP, who was rumored to have been planning to remove him from office. This was the immediate danger that he needed to solve.

But after the threat of impeachment was eliminated, Duterte was once again on the move, this time to strengthen his support from the public by demonstrating that he will not be manipulated by his friends (Pastor Quiboloy), his enemies (the Catholic Church), his allies (Villar, et al) and anyone else who thinks they can put one over him. By going back to his solid base of supporters, he is also demonstrating to the othe politicians that he has the backing of the Filipino people and any move against him will not have popular support.

So at this point in the game, he has the best position and everyone is where he wants them to be – Belmonte is gone, the LP is disorganized, the media are confused, the bishops’ influence is diminished, and his supporters are happy. As to the Villar, he can either comply and do a great job at the DPWH (which would prove that Duterte was right all along) or decline and expose themselves to public scorn.

The fact is, Mayor Duterte is one of the most – if not the most – intelligent politician in the country. His moves leave his enemies confused and his supporters in awe. And whatever he chooses to do next, the only thing certain is that it is something that no one will expect.

Gov’t Declares Monkayo in Comval as "Area Ready for Development"

MONKAYO, Comval, Davao
— Another former communist-stronghold, Monkayo town in Compostella Valley, was declared by the government as an “area ready for development” as conflict has become manageable.
Monkayo Mayor Joselito Brillantes and Lt. Col. Ismael Mandanas Jr., commanding officer of the Army’s 25th Infantry Battalion (IB), made the declaration in a memorandum of understanding signed on Wednesday.

With the declaration of Monkayo as conflict manageable and development-ready area, the Army unit has turned over internal security effort to the Municipal Peace and Order Council (MPOC) led by the local government.


Capt. Rhyan Batchar, public affairs chief of the Army’s 10thInfantry Division (ID), said that the declaration is a milestone for the people of Monkayo, which has suffered the stigma of being tagged as communist New People’s Army (NPA) infested area for years.
“For so long Monkayo, suffered the stigma brought about by the perception that it is infested with communist terrorists or NPAs. That perception ended yesterday,” said Batchar.
“The representatives of the people of Monkayo made a stand for their children and their children’s sake,” he added.

Batchar stressed that the declaration was made following continuous consultations between the military and the local government of Monkayo.
The municipal government of Monkayo and 25th IB both agreed that the intent of the hand-over is to build confidence among the people and the different stakeholders in order to create an environment that is conducive to socioeconomic, cultural and spiritual development.
“This also signifies the willingness and commitment of the MPOC to take the lead and make a stand in ensuring that Monkayo attains its potential to the fullest for the sake of the future generation,” Batchar said.
