Education under Mayor Sara Duterte-Carpio

𝙀𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣 𝙪𝙣𝙙𝙚𝙧 𝙈𝙖𝙮𝙤𝙧 𝙎𝙖𝙧𝙖

Davao City Mayor Sara Z. Duterte has come a long way in helping the basic education.  As the Chair of the Special Education Fund (SEF), she has solid experiences when it comes to improving the education system.

In the Local School Board, she knew the needs and problems in the ground and she led the planning and implementation of programs that would best improve the education sector.

As the chief executive officer who looks into the general welfare of the city, Mayor Sara has put premium in education.  The SEF of Davao City which she monitors focuses on school supervision, public education, sports development, and manpower development.

Aside from the regular programs in the elementary and secondary, it also includes Sunday High School education, Madrasah comprehensive development and promotion program, implementation of Kindergarten catch-up program, among others.

As the presumptive Vice President and the incoming Education Secretary, Mayor Sara is best fit to lead the basic education sector.  She has greatly influenced the high participation rate since 2016.  In fact, in school year (SY) 2018-2019, the elementary level has 100.02 percent.

The participation rate in all grade levels has dropped though starting the pandemic for obvious reasons.

Participation rate is the ratio between the enrolment in the school-age range to the total population of that age range.

The school leaver rate and the dropout rate also show a decreasing trend in Davao City.  These are learners who do not finish a particular grade level as well as those who finish but fail to enrol in the next grade level the following school year.

In elementary, for example, the 0.98% dropout rate in SY 2016-2017 was reduced to 0.54% in SY 2020-2021.  The secondary level has a bigger dropout rate of 3.98% reduced to 1.12%. 


𝐎𝐧 𝐀𝐥𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐯𝐞 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐀𝐋𝐒)

The ALS is a parallel learning system that provides opportunities for out-of-school youth (OSY) and adult (OSYA) learners to develop basic and functional literacy skills, and to access equivalent pathways to complete basic education.

Mayor Sara’s support to the ALS Program in 2010 to 2013 in her stint as Davao City Mayor was overwhelming.  More than 21 million from the SEF was allocated to the Basic Literacy Program (BLP), Accreditation and Equivalency (A&E) Program, and Informal Education.  A small portion of this was allotted to trainings and supplies and learning materials.  

It gathered 33,961 enrollees in the BLP and A&E Program ensuring no children is left behind and more adults are given the basic literacy skills.  Out of this number, 10,147 enrollees were recorded as completers and 8,483 were passers.

In 2016 to 2022, more than 108 million was allotted by the Office of the City Mayor giving educational opportunities to 70,976 enrollees.  About 14,304 have already completed and more than 17 thousand have passed.  But the Informal Education was temporarily suspended upon the onset of the Covid-19 virus because face-to-face classes were not allowed for skills training.

More than 74 percent from SEF were allotted to infrastructure, trainings, and supplies and materials.  Through her, the state-of-the-art ALS building was built.


𝐎𝐧 𝐬𝐜𝐡𝐨𝐨𝐥 𝐛𝐮𝐢𝐥𝐝𝐢𝐧𝐠𝐬 𝐚𝐧𝐝 𝐜𝐥𝐚𝐬𝐬𝐫𝐨𝐨𝐦𝐬

Mayor Sara has also looked into the needs of school buildings and classrooms and hand washing facilities.  She has paved way to a total of 412 projects since 2018 through SEF.  

About 226 were already completed, 78 ongoing constructions, 88 have documents on process, 10 for inspection, and the other 10 projects were suspended.


𝐎𝐧 𝐬𝐩𝐨𝐫𝐭𝐬 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐡𝐨𝐬𝐭𝐢𝐧𝐠

Davao City, in her leadership and with sports development as part of Mayor Sara’s priorities, hosted the 2019 Palarong Pambansa and was rated with 10/10 performance.  It was dubbed as the best Palarong Pambansa hosting.

Prior to the Palarong Pambansa, Davao City also hosted superbly the 2018 and 2019 DaVRAA (Davao Regional Athletic Association).

Davao City has supported sports activities recognizing its importance to one’s physical being.  Mayor Sara recognizes that sports activities help in the mental growth and reasoning of the young.


𝐎𝐧 𝐦𝐨𝐝𝐮𝐥𝐞𝐬 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐠𝐞𝐧𝐞𝐫𝐚𝐥 𝐰𝐞𝐥𝐟𝐚𝐫𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐦𝐚𝐣𝐨𝐫𝐢𝐭𝐲

The establishment of a local city college is her brainchild, and she has also caused the establishment of the University of Southeastern Philippines Malabog Campus to offer an agricultural school in the area.

The City College of Davao, with a vision to become the leading local college in the country, aims to produce graduates from the poverty lines.  This provides a clear pathway for a college degree for the senior high school graduate, giving them opportunity to pursue higher education.

The publication of modules, Child Protection modules, and Kean Gabriel hotline, where it receives complaints, have become useful and beneficial and were used as models in other divisions and regions.

As part of the campaign to prevent and control drug abuse in the city, Mayor Sara strengthened the Davao City Anti-Drug Abuse Council (CADAC) and initiated the enhancement of the School

Curricula (RA 9165 Article IV, Section 43) through developing drug education instructional materials and integrating it in the elementary, secondary, and tertiary curricula of all public and private schools in Davao City.

She has also initiated and encouraged the DepEd Davao City team to produce modules for Grades 4 to 12 and extended financial support to supplementary materials such as Public Safety Modules among others.

The teachers of Davao City can attest on her support.  One evident support was providing free buses for teachers in the far-flung areas especially in Malabog District.  She also provided duplicating machines especially for the use of printing the modules.

There are too many achievements and support to mention under her term as the mayor.  Now, as the incoming Education Secretary, more support, initiative, and transformation lie ahead.

Mayor Inday Sara Duterte Strongly Condemned the Killing of Al Barka Mayor Darussalam Lajid

 STATEMENT ON THE TRAGIC KILLING OF 

AL BARKA MAYOR DARUSSALAM LAJID







This is to strongly condemn the killing of Al Barka Mayor Darussalam Saguindilan Lajid by unidentified gunmen in Zamboanga City Monday morning. 

Mayor Darussalam is a member of Lakas-CMD Party and a personal friend. His untimely demise is truly tragic and heartbreaking. This cowardly act deserves our collective outrage and condemnation. 

Reports say Mayor Darussalam’s aide was among the fatalities in the gun attack that also left Mayor Alih Awal Sali of Akbar, Basilan wounded. 

With the officers and members of Lakas-CMD, my thoughts and prayers for Mayor Darussalam and his aide as we offer their families our deepest condolences. We also wish for the speedy recovery of Mayor Sali, member of the local United Bangsamoro Party but also a member of the Lakas-CMD in Basilan.

May the perpetrators behind this appalling attack be immediately brought to justice.

82ND ARAW NG DABAW




The 82nd Araw ng Dabaw celebration officially kicked off at the Rizal Park, Friday evening.
Davao City Mayor Inday Sara Duterte noted that the celebration centers on the hardwork, sacrifices, discipline, and success of every Dabawenyo.

She expressed her gratitude to the contribution of Davao City’s traffic enforcers, garbage collectors, street sweepers, teachers, policemen, firemen, and soldiers.

A hardworking mother serving the people of Davao City.

She also recognized Dabawenyos who segregate their garbage and dispose it properly, the honest taxi drivers who return items left in their cabs, the responsible establishment owners who abide by the liqour ban, the Dabawenyos who use pedestrian lanes when crossing the streets and abide by the speed limit and the drunk driving policies.


Meanwhile, The Mutya ng Davao 2019 candidates was presented last  February 20, 2019 at Abreeza Activity Center, Abreeza Mall, Davao City.

From 80 applicants to 29 official candidates, now we have the 15 finalists to move on to the Talent Competition in SM City Davao Annex Bldg on February 26 Tuesday at 3:00 PM

Big Bad Wolf Book Sale opens in Davao City at the Tent of Azuela Cove

DAVAO CITY, Philippines
  People came in droves to the VIP day of the Big Bad Wolf Book Sale in the Tent, Azuala Cove this city. The VIP day for invited guests held yesterday, Nov. 22 lured  thousand of people to the 2,000 square-meter airconditioned venue. Among those seen shopping for books was Davao City Mayor Sara Duterte with her son Stingray (Mateo Lucas Carpio) in tow.

Organizers of the Big Bad Wolf Book Sale credits the city mayor for bringing the world’s largest book sale to Davao City.

The Big Bad Wolf is a traveling book sale touted as the world’s biggest book sale founded by Malaysians Andrew Yap and Jacqueline Ng. The Sale has toured across Malaysia, Thailand, Indonesia, Sri Lanka and the Philippines. It earlier had stops in Manila and Cebu.

About one-million books with over 20,000 titles will be up for sale beginning today, Nov. 23 to Dec. 2. Book lovers will be delighted with 50 to 90% discounts in the massive book selections offered by the event. It is open 24 hours for the duration of the event. Admission is free.

Partnering with Big Bad Wolf is Gawad Kalinga, which is one of the beneficiaries of books through the Red Readerhood Programme. Customers are encouraged to be part of the Programme by donating at the event.

Big Bad Wolf earlier donated P5-million to Gawad Kalinga in support of its various outreach programs.

Statement of Davao City Mayor Sara Z. Duterte - Carpio on NPA's recent act of terrorism in Davao City




DAVAO CITY, Philippines
We condemn the burning of 10 construction heavy equipment by the New People’s Army in three different villages of Davao City on Saturday.

The attacks were downright cowardly and indicate that the NPA is nothing but a terrorist group that deserves our collective rejection and condemnation.

The NPA’s revolution is one designed to undermine our democracy and development through its brand of egregious violence and extremism.

The construction of roads in Barangay Callawa in Buhangin, Barangay Fatima in Paquibato, and Barangay Dalagdag in Calinan are now temporarily stalled because of the attacks.

These road projects are being done by the City Government of Davao and the administration of President Rodrigo Duterte to end the condition of chronic poverty in the said areas.

The road projects could make the delivery of other basic services to the people faster — including health, education, agricultural development, and livelihood.

The said projects could change the lives of the people for the better.

The fresh atrocities reveal that the terrorist group only truly intends for people to continue living in a condition of poverty, which they could use as a capital in their propaganda against the government and to justify their presence in the communities where their influence and significance are waning.

And while at it, it is worth noting how this group’s recent attacks were also carried out as a retaliatory action to the refusal of the construction companies involved in the projects to give in to the pressure of extortion by the NPAs.

The military and the police have already been tasked to conduct appropriate actions regarding this.

Let me reiterate my previous appeal to the people of Davao and to our partners in the peace and development movement— let us support our soldiers and police and let us openly condemn NPA as a terrorist group.

The First Cab Company in the Philippines to use Cashless Payment





DAVAO CITY, Philippines
  Starting today (Friday), Davao City will have the most advanced mode of payment for cabs in the Philippine history. The City is now at par with the rest of the world who is using the cashless payment in riding a taxi cab.

Mabuhay Taxi, one of the biggest and oldest taxi fleet operators here in Davao City, teamed up with China Bank, BancNet and Megalink to pioneer cashless payments for taxis in the Philippines, according to Chinabank.ph

The deal, the first of its kind in the country, is a pioneering project to promote card-based transactions which is already popular in the rest of the world. China Bank Davao - Lanang Branch facilitated the deployment of state-of-the art wireless POS terminals of Mabuhay Taxi, one of its long-time valued clients, aided by the Bank’s Cash Management Services Division.

In an agreement signed by the parties last April 12, at least 20 units of Mabuhay Taxi will be installed with wireless point-of-sale (POS) terminals for the initial roll out. Over 200 units will follow.

The taxis won't even charge a minimum. "Even if it is below P100, the transaction will still be processed,” said Joselito Crisostomo, branch head of China Bank Davao-Lanang.
“I hope that more businesses will be inclined to adopt this technology as a payment channel for their goods and services,” added BancNet Executive Vice President and COO Aris Zafra.

Mabuhay Taxi is the first taxicab company in the Philippines to offer this service to its passengers.
And Davao City is the first City in the country who will experience this high tech ways of paying the taxi cab.

Meanwhile, Davao City Mayor "Inday"Sarah Duterte-Carpio also announced this on her Facebook Fanpage.
