Incoming Governor Raul “Kap Raul” Mabanglo of Davao de Oro and 1st District Representative Maricar Zamora Push for Reforms in Provincial Asset Management to Boost Health and Infrastructure in Davao de Oro
Incoming Governor Raul “Kap Raul” Mabanglo and 1st District Representative Maricar Zamora have called for immediate reforms in the management and utilization of Davao de Oro’s provincial assets. With the province reportedly among the wealthiest in Mindanao in terms of declared assets, both officials emphasized the need to translate fiscal strength into visible improvements in public services—most notably in healthcare and infrastructure.
Governor-elect Mabanglo brings with him a strong track record of local governance, having previously served as a long-standing barangay captain and municipal mayor. Throughout his tenure, “Kap Raul” was widely recognized for spearheading grassroots development projects, including the improvement of local health centers, upgrading farm-to-market roads, and ensuring the timely delivery of basic services in remote communities. His administration also prioritized disaster preparedness, education support programs, and inclusive livelihood initiatives.
Building on this legacy of pro-people leadership, Mabanglo has pledged to implement a more transparent and performance-based approach in managing provincial assets. He aims to institutionalize better financial controls, strengthen inter-agency coordination, and introduce mechanisms for community participation in budget planning and monitoring.
For her part, Representative Maricar Zamora has consistently championed the interests of Davao de Oro’s 1st District in the House of Representatives. She has been instrumental in securing national funding for major infrastructure projects, including the construction and rehabilitation of roads and bridges, school buildings, and health facilities. In recent years, Rep. Zamora played a key role in expanding access to educational assistance programs and medical aid for her constituents.
As a legislator, she continues to advocate for policies that align with local development priorities—particularly in the areas of universal health care, rural electrification, digital connectivity, and sustainable agriculture. Her collaborative leadership style and policy-driven initiatives have earned her the trust of both local stakeholders and national agencies.
Together, Governor-elect Mabanglo and Representative Zamora envision a more efficient and people-centered provincial government. Their joint advocacy for asset management reform reflects a commitment to good governance and a shared goal: to convert Davao de Oro’s declared wealth into real, measurable progress that uplifts the lives of every Davaoeño.
This renewed leadership partnership marks a critical step toward sustainable growth and inclusive development for the province.
